UN investigators confirm allegations of chemical weapons use (east of Damascus on Aug. 21) but qualify their attribution of responsibility as “predominantly by government forces.”  The UN report Wednesday finds that all sides in the Syrian civil war are committing crimes in defiance of international law. Government forces have committed 8 massacres of civilians, bombed hospitals and committed other war crimes in widespread attacks. The Syrian rebels, including Islamist foreign fighters’ war crimes include executions, hostage-taking and shelling civilian neighborhoods.
